I didn't know that it was against the ToS of both creating and using gambling in-game, but I did know that scamming people is against the ToS. Roll 98 or higher and you get 4x of your bet back. Roll 60 or higher and you get 2x of your bet back. Some random level 1 alt was doing something he called 'Casino'.
